# How to become a Medicare agent

Agent education

Seven steps take you from no license to your first Medicare Advantage application. Most agents complete them in a few weeks; the certification steps repeat every plan year.

## Get your state health insurance license

Every state licenses agents through its insurance department. The typical path is a pre-licensing course, the state exam, a background check and an application. Requirements, hours and fees differ by state; find yours through the [NAIC directory of state insurance departments](https://content.naic.org/state-insurance-departments).

Licensing in additional states is a non-resident license with your home state license as the base.

## Complete AHIP

AHIP certification is required by carriers for Medicare Advantage and Part D, every plan year. ## Contract through an FMO

Carriers appoint agents through an FMO. Most Medicare carriers run through your Spark account; adding a state takes a minimum of 3 days and up to a week.

## Carrier certifications and E&O

Each carrier has its own annual certification module, usually opening in summer for the next plan year, plus state appointments. Carriers also require errors and omissions insurance; the toolkit links Next Insurance for a quote.

## The compliance basics

- ◆A Scope of Appointment is required before discussing Medicare Advantage or Part D, and CMS requires a 48-hour wait between the scope and the appointment, with limited exceptions.
- ◆Marketing materials and events follow CMS and carrier rules; co-op materials from Topflight are compliance-reviewed.
- ◆The Annual Enrollment Period runs October 15 to December 7; certifications must be complete before you market for it.
