# What is an FMO?

Agent education

A field marketing organization sits between insurance carriers and independent agents. It holds the top-of-hierarchy contracts, and agents contract with carriers through it.

01

## The short answer

An FMO (field marketing organization) is the top of an insurance carrier’s agent hierarchy. Carriers do not contract with thousands of independent agents one at a time; they contract with FMOs, and agents and agencies contract with the carrier through the FMO. The FMO handles contracting, certification tracking, commissions questions, training and marketing support for the agents under it.

IMO (independent marketing organization) and NMO (national marketing organization) are the same idea under different carrier names. Some carriers call their top level an SMO (senior marketing organization). Below the FMO are agencies at SGA, MGA and GA levels, then street-level agents.

02

## How an FMO is paid

Street-level agents are paid the base commission directly by the carrier, up to the maximum CMS sets each year ($725 initial and $363 renewal for Medicare Advantage nationally in 2027). The FMO and the agencies in the hierarchy are paid an **override** on each application written under them. The override is separate money; it does not come out of the agent’s street-level commission.

Topflight publishes its overrides. The [2027 override schedule](https://topflightagent-demo-v2.pages.dev/agent-commissions) lists 46 carriers by level, and whether the override is paid by the carrier or by the top of hierarchy.

## What to expect from an FMO

- ◆**Street-level contracts** paid by the carrier, with no cut taken from your commission.
- ◆**Ownership of your book** from day one, with no vesting schedule and no contract-length requirement.
- ◆**A published release policy** so you know how to leave if it is not working.
- ◆**Contracting and certification support** for every carrier you hold, and a clear answer on who to call when a commission is missing.
- ◆**Training and marketing** that is actually delivered: live coaching, a recorded library, co-op and branded client materials.
Topflight’s answers to each of these are on the [Agent FAQ](https://topflightagent-demo-v2.pages.dev/faq) and the [contracting page](https://topflightagent-demo-v2.pages.dev/contracting).

| RMO / MMO / GMO / LMO | Regional, master, general and local marketing organizations: intermediate tiers used by specific carriers. |
| SGA | Senior general agent: a large agency with its own downline. |
| MGA | Managing general agent: an agency with a downline. |
| GA | General agent: a small agency or team lead. |
| Street level | An individual agent writing their own business, paid the CMS base commission. |
